How farmers can receive state support in areas of risky farming
On March 4, 2026, the Cabinet of Ministers of Ukraine adopted Resolution No. 306 “On Approval of the Procedure and Criteria for Determining Risky Agriculture Zones”. The document for the first time defines the mechanism by which agricultural lands will be classified as such zones in the event of adverse weather conditions or the impact of hostilities.
For agricultural producers, this means the opportunity to receive state support. After determining the relevant territories, farmers will be able to receive state support, which will allow them to cover the average level of rent and minimum tax liability. Such a mechanism is aimed at preserving crop production in conditions of full-scale war and increasing climate challenges.
To take advantage of this opportunity, an agricultural producer must submit an application through an electronic account in the State Agrarian Register (DAR) and attach the necessary documents. One of them is a laboratory conclusion - in the event that the reason for classifying land as a risky agriculture zone is a lack of productive moisture in the soil.
Where to get such a conclusion? The State Institution "Institute of Soil Protection of Ukraine" conducts the selection and laboratory analysis of soil samples to determine the reserves of productive moisture. The studies are performed in certified and accredited agrochemical laboratories of the institution.
Based on the results of the analysis, the customer will receive an official conclusion containing all the data provided for by the Resolution, in particular: information about the laboratory and its accreditation or certification body, indicators of reserves of productive moisture in the soil layer 0–100 cm (in mm), a list of cadastral numbers of land plots, their total area, coordinates of sampling points, the number of samples taken, soil types, date of sampling and information about the laboratory equipment used.
Please note that according to the Resolution, it is necessary to measure the reserves of productive moisture in the soil layer 0–100 cm in the period from March 15 to April 30 of the current year for winter crops and from May 15 to June 15 of the current year for spring crops.
